Late Hon. Bill Skate

The Late Sir William Jack "Bill" Skate, KCMG was one of Papua New Guinea's most prominent and colourful political figures, and the founding leader of the People's National Congress (PNC) Party. Born on 26 September 1953, he was the son of an Australian father and a Papua New Guinean mother. 


He founded the PNC in 1993, drawing on his base as a Port Moresby politician to build support among urban constituencies in the National Capital District. He was elected to Parliament in 1992, served as Speaker from 1992 to 1994, and later as Governor of the National Capital District from 1995 to 1997. 


He led the PNC to form a coalition government following the 1997 elections, and was elected Prime Minister on 22 July 1997 — a position he held until 1999. He later served as Speaker of the National Parliament and Acting Governor-General of Papua New Guinea. He was knighted in January 2005 for his services to Parliament, becoming Sir William Skate. He passed away on 3 January 2006 in Brisbane, Australia, after suffering a stroke, and was laid to rest on Independence Hill in Port Moresby. Sir Bill Skate remains a towering figure in the history of the PNC and in Papua New Guinea's democratic journey.

Hon. Peter Charles Paire O'Neill, CMG, MP is a current Member of Parliament for Ialibu-Pangia Open in Southern Highlands Province, and Leader of the People's National Congress (PNC) Party. Born on 13 February 1965 in Pangia, Southern Highlands Province, he holds a Bachelor of Accountancy and Commerce degree from the University of Papua New Guinea. 


First elected to Parliament in 2002, he served in several senior ministerial roles including Minister for Finance and Treasury  before serving as Prime Minister of Papua New Guinea from 2011 to 2019  — becoming only the second prime minister in the nation's history to complete a full parliamentary term. 


A seasoned statesman with over two decades of parliamentary experience, Hon. O'Neill continues to lead the PNC as it positions itself for the 2027 National General Election.
